St. James Pastoral Council Organization The St. James Pastoral Council (the Council) held a parish meeting on September 24, 2005 to present its recommendations and options on the organization and membership of the Pastoral Council. Two options were presented and discussion occurred on which of the options would be best for St. James. Although consensus of the whole group was not reached on which option was best for all concerned, the existing Council took all of the input received and met again on September 28 to decide on a preferred option. During the September 28 meeting, consensus was reached on a modified Option 1. In summary, this option invites all the ministries to have a representative on the Council, four (4) Members at large from the parish, a Diocesan Pastoral Council representative, a Finance Committee representative to act as Treasurer of the Council, and the Pastor. Furthermore, the Council decided to advise and request St. James ministries to organize into particular groupings so that there is a reasonable number of representatives on the Council, in order to make Council meetings more effective and productive.

4 Members at Large
Ministry representatives: all ministries are invited to participate on the Council. Ministry representatives are to be appointed by each Ministry. However, Ministries are requested to organize into particular "groupings" in order to achieve a reasonable number of Council representatives and to have effective and productive Council meetings. The Council will work with ministries who have particular coordination needs during liturgical seasons to participate more actively during those seasons.
Note: the Pastor may also select a youth representative from the parish to be on the Council.
* Officers are the President, Vice President, and Secretary, and make up the Executive Board with the Pastor.
Executive Board: Pastor and Officers (President, Vice President, Secretary)
St. James Council: Pastor, Officers, Treasurer and DPC representatives, Members-at-Large, and Ministry representatives.
Terms of office: 2-year terms for at-large members. The first term of the 4 members at large will be divided into two 2-year terms and two 1-year terms. Each year thereafter, 2 new people will be elected to the council.
Nominating and Election Committees will be formed. The President will appoint the chairs of these committees. The Vice President will help oversee the work of the committees. The Nominating and Election Committees will develop criteria for the nominating and election processes.
Meetings: The Council will meet 10 times per year, with a summer month (August?) and December off. Future councils can change meeting frequency if they choose. Council meetings may coincide with parish meetings held 2-3 times per year (see below).
The Executive Board will meet in between council meetings to plan the agenda and conduct any other executive business.
Parish meetings: 2-3 meetings per year for the parish as a whole. Routine agenda items should include a report by the parish council, major announcements or news from ministries, and an open forum for parishioners. Recommend 1-2 ministry presentations.
Special meetings as needed.
Decision-making Process: By discussion, motion, and consensus. By vote if consensus cannot be reached. Roberts Rules of Order may be invoked as necessary, and should be referenced in the by-laws.
Elections: Early June. Newly elected members should be invited to the June and July Council meetings.
Installation of new Council officers and members will occur at the September Council meeting.
Parish Ministry Representatives to the Pastoral CouncilEach "grouping" of ministries is requested to select one representative to the Council to serve a one-year term. Representatives may serve longer than 1 year with consent of their ministries.
